Does different OEM's enforce SELinux differently ?

Hey guys!

So I have been running a linux p-root using an app (it doesn't require root) and its been great. It has come to my attention that certain packages don't run due to SELinux stopping any executable stack running as shared objects. It seems that for the devices that does that (nexus 7, nexus 6p, lg g4) would require me to get su access and change it to permissive mode. All my Samsung devices seem to run those packages fine (albeit with cautions/warnings just like if I forced a permissive mode) but it is already enforcing SELinux. Does anyone know if oem enforce SELinux differently than others?
