The idea for an app I have is to allow people to manage their mobile hotspots by charging users who wish to connect on a per KB of successfully delievered content basis. I've read up alot on the APIs for Mobile Hotspots but it seems as of Android Oreo, most of the APIs have been heavily restricted. Android Oreo doesn't even notify you when a device has connected to your hotspot. I've established that the app would need to query who is connected, how much data is being used per device. If anyone has any ideas on how this could be achieved without rooting, please share.
