i9000 ICS rooted - installing apks into system/apps folder


I rooted my i9000 into ICS and applied this fix () for its low storage issues. However even though I have done that and I no longer get a low space indicator, I have no room still on my main system/apps folder. I was looking to add the Galaxy S Voice app and the instructions were to put it into that folder...and of 250mb of space in the /system folder I barely have 20+mbs (I managed to find the space to move it there) but I have no idea what could be taking up so much of the space as I've looked through the folders and can't figure it out.

I was wondering one of two things, if a) I could somehow install apks like Galaxy S Voice in the data/apps folder and not need to use system/apps, and b) if there is some way to get more room in the system/apps folder
