[Q] Thunderbolt on Tablet prepaid plan

Hi everybody!
Currently I am on Page Plus, because I don't talk or text very much, I currently use WiFi as much as possible with a Droid X2, 3g only.
I have a HTC Thunderbolt that uses full size 4g Sims. It is not activated.
I know that it is possible to activate a tablet on Verizon data only prepaid plan, then put the SIM in a phone, Verizon can't do anything about it because of an agreement they made with the FCC when the were granted permission to the LTE spectrum.
I would love to use the Thunderbolt on the 2gb a month data only play from Verizon for $30 a month.
The only problem is, from what I've read on the forums, the only way to do this is purchase a tablet, activate it, swap SIMs, then sell the tablet if you do not want it. I already have a Galaxy Tab 2, and do not want another tablet.
So I'm trying to figure out if there is a way to obtain the SIM and activate it without having a tablet.
Thanks.
